COMMUNITY PROGRAMME CO-ORDINATOR (GMG/AM 3) Vacant - Salary range: $1,753,837 - $2,358,715 per annum. Job Purpose Under the direction of the Chief Executive Officer, the Community Programmes Coordinator is responsible for developing and implementing an effective public relations programme and communication strategies to inform, educate and make the citizens generally aware of the programmes and activities of the Corporation. He or she is responsible for arranging civic/ceremonial events, follow up complaints by members of the public and ensuring that information is provided to the public under the Access to Information Act. Key Output • Effective communication messages and strategies to be used in publishing the activities of the Corporation and developing an understanding among citizens as to their roles and responsibilities in the local governance process. • Recommendations on changes/improvements to be made to communication practices and procedures to increase their effectiveness. Key Competencies • In-depth knowledge of public relations principles and practices • Knowledge of the laws, regulations and conventions governing the municipality such as Municipality Act, Staff Orders, Access to Information (ATI) Act etc. • Be able to relate to internal and external clients/stakeholders. • Sound analytical, problem solving and decision-making skills. • The ability to be pro-active in identifying potential concerns and follow-up to resolve such issues as is required • Be highly motivated. • Ability to work on own imitative. • Excellent oral and written communication skills • Ability to manage and supervise all categories of staff. • Ability to use a computer and its application. • Effective business/public relation skills Job Responsibilities • Design and execute social marketing strategies and campaign to promote the Corporation. • Development of a strategic communication programme • Planning and organizing civic and ceremonial events and all such activities to be undertaken by the Corporation • Providing specialist advice to the Chief Executive Officer on the effectiveness of the policies and operations of the Corporation with a view of satisfying the needs and aspirations of the citizens • Identifying and ensuring the development of Municipal amenities and facilitates to facilitate the social and cultural needs of the Community. • Developing and implementing a public education programme to educate citizens on their civic responsibilities. • Developing and implementing a programme to inform citizens, citizen organizations, Non-Government Organization (NGO’s), the electronic and print media and other interested parties concerning the programmes which the Corporation plans to carry out at a later date. • Developing strategies and implementing programmes to encourage and facilitate the participation of the citizens, citizen’s organization and civil society in the design and delivery of the programmes and activities of the Corporation. • Assisting the citizens and citizen’s Organization in identifying and prioritizing the social, recreational, cultural, and other such needs of the Municipality • Ensuring that complaints made by the public are dealt with satisfactory and expeditiously by the Corporation. • Liaising with the media, citizens’ organization, NGO’s other civil society Agencies and Central and Local Government Agencies to ensure ready access to information needed to inform or clarify issues of interest to them. • Providing the public with information as required under the Access to Information Act. • Carrying out duties as Clerk to the Civic and Community Affairs Committee and provide the appropriate advice to the committee. • Performing other duties that may be assigned by the Chief Executive Officer Performance Standards • Key communication messages produced and disseminated within agreed timeframe to required standards. • Recommendations made which will lead to improvements in the communication practices of the Corporation.
