FINANCIAL ANALYST

Job Summary

Reporting to the Director General, the Financial Analyst will be responsible to provide leading analysis, insights and planning to support a foundational audit process.

The Analyst will also share ownership of and be integrally involved in the strategic planning cycles of the audit and will make recommendations for strategies to improve the process.

The purpose of this role is to provide support for the Director General and will focus on ensuring that insight-driven analysis is undertaken in the development of the strategies employed and their intended outcomes. This proposed engagement will be operationalized through a fixed term contract for a period of twelve months.

Duties and Responsibilities

• Provide for the review of the strategic and operational finance and accounting management systems including budget preparation, regulatory compliance, financial reporting, planning and analysis and audit functions.

• Review the preparation process of all financial statements, including income statements, balance sheets, management statistics, tax returns, and governmental agency reports to ensure compliance in accordance with set deadlines and flag any procedural errors.

• Develop and implement accounting policies and procedures that are consistent and compliant with International Financial Reporting Standards (IFRS).

• Review and ensure the timely preparation of Financial Statements to ensure that the annual audit schedule is met in accordance with IFRS.

• Conduct reviews of existing risks and compliance policies and procedures and assist Senior Management in developing policies for compliance issues. 

This should include a special review of the procurement practices to ensure alignment with the requirements of the Ministry of Finance and Planning’s Public Procurement policy.

• Collaborate with Senior Management to monitor commercial performance and make recommendations for improvements/ turnarounds.

• Performs other related duties that may from time to time be assigned by the Director General.

Qualifications:
Qualifications and Experience:

• MBA or Bachelor’s degree in finance, economics, or a related discipline.

• Exposure to strategic planning and project management would be an asset.

• ACCA or CPA Accounting designation would be a distinct advantage.

• More than 10 years’ experience in working within a Central Government setting.

Knowledge, Skills, Competences and Personal Attributes:

• Enjoys synthesizing and analyzing large amounts of data including financial statements and market research.

• Ability to explain complex financial data in a clear, concise and compelling way, verbally and through presentations.

• Possess a strong attention to detail and passionate about accuracy.

• Ability to communicate effectively with all stakeholders.

• Ability to work on multiple projects simultaneously to meet tight deadlines.

• Pleasant disposition and great at creating strong relationships with other members of the team, including Senior Management, and industry experts.

• Possess a strategic mindset with the ability to develop creative solutions to solve complex problems.
